The people of Pern needed to find their own place in a world that was changed within a very slim amount of time. Weyrs in the Northern Continent expanded to include cotholds composed of Weyrfolk, and areas in the Southern and Western continents are mapped out to contain much larger Weyrholds for grand numbers of people to live in, and for a Weyr to be self sufficient. Many things have changed. The Weyrholds run on a system involving a Council rather than taking all direction from the Weyrleading pair, and within the Council is room for the public to pick individuals to speak for them. So, without Thread, what are the dragonriders to do? Why would they fly? With the Red Star knocked out of orbit, there had opened up room for much other space-debris to come and harass Pern, mainly in the form of meteors. Meteor showers are a common sight streaking across Pern's atmosphere, and the moment when those meteoroids reach into Pern it's the dragons who will keep the people safe again. Telekinesis is a found trait in the dragonkind, and it's the duty of dragonmen to keep Pern safe, be it relocating the impact points of smaller meteoroids, or dealing with the aftermath. Weyrs are less militaristic, and seen more as recovery and prevention units.
